Position Overview:

This position may be either full-time or part-time and may be either exempt or non-exempt from wage and hour regulations. Determination of exemption is based on the prevailing DOL regulations and the employment status of the individual filling the role. If all current exemption standards are met, then the position shall be treated as exempt, otherwise, it will be treated as non-exempt. Employee will be notified of exemption status in either the original letter of appointment or via a letter indicating change in exemption status The position provides services to Early Childhood Mental Health (ECMH) consumers and family members as dictated by the Department for Public Health’s ECMH Initiative and provides any related community services. This position may also be responsible for a variety of tasks that are nonetheless essential under the heading of “Miscellaneous Duties”. Clinical supervision of the services delivered by an ECMH Specialist, when necessary, is conducted as required by the Kentucky Revised Statutes and Kentucky Administrative Regulations (as promulgated by the Credentialing Boards of both the supervisor’s profession and the supervisee’s profession), as well as per FRBH contractual agreement mandates and/or FRBH policy. The position reports administratively as specified in the specialist’s Appointment Letter.

Major Tasks/Responsibilities:

A.       Direct Services

  1. Provides information, screening, referral, and intake services regarding ECMH consumers.
  2. Secures information, evaluates, assesses, screens and refers consumers between the ages of 0-5 at the location most suitable for the child and family.
  3. Formulates diagnostic impressions and develops treatment plans appropriate to the related diagnostic impressions.
  4. Performs psychosocial and other evaluations allowable under the “scope of practice” of his/her professional licensure or certification regarding consumers between the ages of 0-5.
  5. Provides treatment services to consumers at the location most suitable for the child and families.
  6. Coordinates and consults with referral sources and other resources on behalf of consumers between the ages of 0-5 and their families.
  7. Responds to emergency requests regarding children aged 0-5, both during office hours and during after-hours, providing services either by telephone and/or face‑to‑face as appropriate.
  8. Participates in clinical staffing of cases of children aged 0-5.
  9. Provides treatment services utilizing a variety of modalities and techniques as appropriate, including but not limited to individual, group, family, and collateral therapy.

B.       Community Services

  1. Works closely with local Health Start in Child Care consultants and the Healthy Access and Nurturing Development Services (HANDS) home visitors, and other agencies or programs that serve children 0-5 identified by those programs as needing mental health services.
  2. Provides free consultation and education services to childcare program staff that serve children age 0-5.
  3. Provides information and serve as a resource to private physicians and other caregivers through raising awareness of available services and resources for children age 0-5 and their families.
  4. Offers ECMH training to FRBH colleagues as well s other community partners who serve young children.
  5. Fosters community planning for ECMH issues through participation in local groups and the Community Early Childhood Councils in the Purchase Area Development District.
  6. Conducts other consultation, education, and prevention activities as assigned.

C.       Miscellaneous

  1. Meets productivity standards as assigned.
  2. Attends training related to early childhood development and early childhood mental health needs.
  3. Attends periodic region consultation and supervision sessions conducted by a statewide ECMH consultant.
  4. Prepares and submits ECMH Initiative periodic service reports and evaluation data as directed by the the statewide initiative.
  5. Maintains levels of productivity consistent with established standards.
  6. Maintains appropriate clinical and administrative records as required.
  7. Participates on committees as assigned.
  8. Attends periodic state-level meetings related to the ECMH Initiative as contractually obligated.
  9. Performs other duties or responsibilities as needed or assigned.

Minimum Qualifications:

Must possess a graduate degree with Interdisciplinary Early Childhood Education (IECE) certification or a master’s degree in a behavioral health discipline and a practice credential from either the:

  • Kentucky Board of Psychology
  • Kentucky Board of Social Work
  • Kentucky Board of Professional Counselors
  • Kentucky Board of Marriage and Family Therapists

Must receive the endorsement of an Interview Team, under the guidance of the Vice President for Clinical Services, which supports the opinion that there is reason to believe the individual has the basic diagnostic, treatment, ethical, and communication skills necessary to perform the duties of the ECMH Specialist. Additionally, in order to meet the mandates of the ECMH Initiative, the ECMH Specialist must:

  • Exhibit a clear knowledge of early childhood development and behavior,
  • Demonstrate skill in communication, facilitation, consultation, and training,
  • Demonstrate the ability to work collaboratively on a team.
  • Must have a valid driver’s license and insurable driving record.
  • Must have at least one year of experience working with children between the ages of 0 – 5.
  • Must pass all required background checks.
